Powers surges ahead, now leads by 16 votes

The Port Orchard City Council race between incumbent Carolyn Powers and challenger Cindy Lucarelli ended the week too close to call, with Powers leading by just 16 votes.
In the results posted Friday afternoon Powers had 1,191 votes (49.96 percent) to 1,175 (49.29 for Lucarelli. About 900 votes are left to be counted.
In the second contested city council race, the spread between incumbent Fred Chang and challenger Amy Igloi-Matsuno remained, with Chang holding a 137-vote lead. Chang, with 52.4 percent, led Igloi-Matsuno's 47 percent.
As of Friday afternoon Igloi-Matsuno had not conceded the election.
The election is to be certified on Nov. 24, at which time the races requiring recounts will be determined. Any election with a margin of one-half percent, or 150 votes, will trigger a machine recount, while a manual recount results from a margin of one-quarter of a percent. Additionally, the manual process requires the ballots to be counted twice by hand, since machines make fewer mistakes according to Kitsap County Elections Supervisor Dolores Gilmore.
Even so, she said “whenever you do any kind of recount the total changes by a few votes.”
