Base access changes starting this summer at Naval Base Kitsap

Naval Base Kitsap (NBK) will be implementing changes to base access procedures. Though no specific start date has been identified, sentries at NBK Entry Control Points will begin electronic scanning of all Common Access Card (CAC), Military Retiree/Dependent (Teslin) and Navy Commercial Access Control System (such as RAPIDGate, PIV-I) cards sometime this summer.
This new Navy Access Control Management System (NACMS) involves the use of handheld scanning devices that will read and verify cardholder data. This process will verify that the person is allowed to be on NBK property and has been properly vetted. NACMS will affect persons entering NBK property in Bremerton, Bangor, Keyport, and the Naval Hospital Bremerton.
These changes are being implemented as part of an ongoing program to enhance security measures at Navy installation Entry Control Points, while providing more streamlined base access. These changes are in accordance with Department of Defense and Department of Navy policy.
The new system will be phased-in leading up to full implementation. The first time a credential is scanned, it will take approximately 10 seconds to reach back to the database and confirm the credential for registration in the system. Each successive scan will only take approximately two seconds.
This means that there may be slight delays at the base gates while the new system is initiated. To help reduce delays, individuals are being asked to review their base access cards ahead of time for validity.
Current CAC holders can pre-register online now to verify that the CAC will work. Pre-registration of CACs may be accomplished by visiting the following website: https://aps1.cnic.navy.mil/preregister and following the on-screen directions. Successful registration will result in the message: “Your gates pre-registration is now complete.”
Individuals who have an older version of a military I.D. card or those who believe their card may be denied are asked to make an appointment at the local Personnel Support Detachment (PSD). Customers will need to bring two forms of valid government-issued identification, one bearing a photo. Contractors and commercial vendors should report to their company for an updated credential or contact a RAPIDS service center (https://rapids-appointments.dmdc.osd.mil/default.aspx).
All personnel can assist in speeding-up the process at the gate by having their credential ready for the officer when they pull up to the gate. NBK thanks all personnel for their patience and understanding as these changes are implemented. More information will be shared with personnel as it becomes available.
